1. EHFA & the EU Platform on Diet, Physical Activity and Health

The last meeting of the EU Commission's Platform on Diet, Physical Activity and Health, which took place in Brussels on 17 September was entirely dedicated to Physical Activity issues where EHFA representatives not only actively contributed, but also provided a personal trainer who stimulated approx 60 participants by engaging them into appropriate ‘desk’ exercises during several ‘move’ breaks.  

During the same meeting EHFA presented on the UK activity programme “GO”, which was designed by FIA to attempt to lift the negative perception of physical activity amongst girls and young women and showed a video with testimonials from "GO" programme participants (as broadcasted on BBC news).

However, the most important presentation at that meeting was delivered by Michal Krejza, Head of the Sport Unit at DG EAC who revealed to the audience the draft EU Guidelines on Physical Acitvity

The Guidelines are a major on-going project based on the EU White Paper on Sport.  Mr Krejza underlined the purpose of the Guidelines which are: “to define, jointly with the Member States, possible policy changes in different sectors which would make it easier for Europeans, or encourage Europeans, to move more, preferably on a daily basis”.  The expected title of the Guideline is "EU Physical Activity Guidelines: Recommended Policy Action in Support of Health-Enhancing Physical Activity".

The draft Guidelines were prepared by a Group of 22 Experts on health and physical activity together with the World Health Organisation and meetings were chaired and facilitated by the Commission’s Sport Unit.  Mr Krejza explained that the basis for the Guidelines were the WHO Recommendations as well as the existing  national guidelines from France (2005), Germany (2007), Luxembourg (2006), Slovenia (2007), UK (2008 and 2004). The European Guidelines will have an added value:  they are addressed primarily to policy makers in the Member States to aid the formulation and adoption of national policies in various relevant sectors.  The Guidelines are action-oriented, focusing on the implementation of the WHO Recommendations and targets.  The cross-sectoral approach focuses on: Sport, Health, Education, Transport/environment/urban planning and public safety services, Working environment, Services for senior citizens.

The draft Guidelines will have to go through the political process:  they will be discussed at the October meeting of Member State Sport Directors in Versailles, and will be officially launched on 26 November 2008 during the Sport Forum and meeting of Member State Sport Ministers. The President of EHFA, Harm Tegelaars, has received an official invitation from the EU to speak at the Sport Forum on the subject of the Professional Qualifications (please see also about the EU Sport Forum 2008 below).

It is worth noting that parallel to the European Physical Guidelines, the US  Federal Government has just issued its first-ever 2008 Physical Activity Guidelines for Americans. They describe the types and amounts of physical activity that offer substantial health benefits to Americans.

2. EHFA Puts Tax on the Table

On 18 September, an EHFA delegation met with the Head of the VAT Unit from the DG Taxation and Custom of the EU Commission. They discussed the current situation with regards to VAT, the revision of the current VAT guidelines and exhanged views on the on-going situation. 

The European Commission made clear to EHFA that the setting of VAT rates for sporting provisions is entirely the competence of national governments. The current VAT guidelines allow for this to take place.

The Commission noted that there were many industries lobbying for inclusion on these guidelines and that national associations should make the case at national level for the reduction or harmonisation of VAT rates.

 

3. EHFA 1st First Meeting of National Associations

Twelve national associations and three international organisations representing the health and fitness sector met in Brussels on 2 October during the First Meeting of National Associations hosted by EHFA.  The meeting showcased the current position of the fitness industry, the role of the National Associations, and the future initiatives for EHFA.  

The three most important issues identified by the associations during the meeting were:  the credibility and recognition of the industry, lack of professionalism, and VAT.

As for the European association, the following key roles are seen for EHFA: representation and lobbying for the industry, providing more credibility for the sector, setting standards for the sector, gathering and sharing information.  The frequency of future meetings will depend on the result of the questionnaire, which was sent to participants after the event.

4. EHFA Announces Establishment of Accreditation Fund

EHFA has announced the establishment of a € 270,000 fund dedicated to help training providers meet the costs of aligning their courses to the pan-European standards that EHFA has developed with a suppport of the European Commission.

EHFA Approved Training Providers are able to offer their graduates the opportunity to be recognised through the European Register of Exercise Professionals as they have met the agreed quality assurance process.

The EHFA Accreditation Fund has been established with the support of the European Commission via its Leonardo da Vinci “Transfer of Innovation” fund.

The first seven beneficiaries of the EHFA Accreditation Fund include training providers from France, Hungary, Italy, Lithuania, the Netherlands, Portugal and Sweden, and the project will start in January 2009.

Further funding is available for seven more training providers subject to European Commission conditions.

EHFA President Harm Tegelaars said “I am delighted that EHFA is able to put some money back into the industry through the establishment of the EHFA Accreditation Fund. EHFA will continue to work with the European Commission to deliver more opportunities and rewards for the most progressive and forward thinking organisations in the health and fitness sector.”

5. EHFA Speaking Engagements at Industry Events

  • VNU Exhibitions organizes Fitnessvakdagen 31 Oct to 2 Nov 2008 From 31 October to 2 November 2008 Jaarbeurs Utrecht will be opening its doors for the Fitnessvakdagen, the annual Fitness and Health event in the Benelux. This year approximately 200 participants are providing a diverse selection of new products and techniques. The Fitnessvakdagen offer visitors a complete programme. This means that in addition to the product selection on the fair floor, there will be seminars and workshops providing solutions and answers regarding professionalizing and optimising a company’s operational management. 

    During the fair, VNU Exhibitions, EHFA and Fit!vak are organizing an event with top speakers and an interesting programme including the theme “On the way to more value”. This exclusive peer-to-peer event will allow industry professionals to share their experiences and vision. Harm Tegelaars, President of EHFA, and  Herman Rutgers, Executive Director of EHFA, have been invited to speak at this event. More on www.fitnessvakdagen.nl
  • The EU Sport Forum 2008
    The first EU Sport Forum since the adoption of the White Paper on Sport is going to take place in Biarritz, France on 26 November 2008.  It is combined  with a meeting of the EU Sport Ministers under the French Presidency on 27 November 2008.  A busy two day Agenda includes a slot on 'Education and Sport' and EHFA together with EOSE (European Observatoire of Sport and Employment) will speak about Professional Qualifications.   Other members of the Alliance (see EHFA Update No. 2) will also attend to make a presentation on the Social Dialogue (EASE), on grassroots sport (ENGSO), and on the special characteristics of the sector (EOC). 

  • The 2nd European Sport for All Congress, which is taking place in Barcelona 23-24-25 October under its general theme "Sport and Health; from theory to practice" intends to generate a forum of debate and analysis for organizations, sport leaders and politicians, linked to the sport for all environment.  Andree Deane, CEO, FIA UK will give a presentation on "Adopt a School Programme", Herman Rutgers, Executive Director, EHFA, will participate in the debate under the title ''Facility Equipment and Activity Design". 
  • The EFAA Annual Congress took place in the Netherlands on 26 September where Herman Rutgers, Executive Director of EHFA, spoke about the need for quality improvement, more innovative marketing and stronger attention for staff development.  More abou the Congress on www.efaa.nl
  • Implementing EQF in the Sport Sector - EQF Sport Project
    The promoter of this EU project, EOSE, has just announced the date of the final conference to take place in Brussels on 15 and 16 December 2008.  The key objective of the project was to develop and adopt a common integrated methodology for developing the competence, skills and knowledge of the workforce across the whole sport sector and sub-sectors and to produce some guides and tools to support and coordinate its concrete implementation in Europe (NB. the EHFA's European Register of Exercise Professionals is the pioneering example which will be duplicated across other sport sectors). 

    The EQF-Sport final conference will gather a large variety of the stakeholders from the European Sport and Active Leisure sector to present, test and validate and consult the methodology, guides and tools developed during the project duration. Attendance is free of charge but registration is required as the number of places will be limited.  Please watch the project website for further details.

6. EHFA Members' Corner

  • HealthCity Welcomes First Three Franchisees

    HealthCity International started franchising in 2008 and has recently contracted its first three franchisees in Heel, Strijen and Hoogezand. These three clubs will become HealthCity Basic clubs. HealthCity International is active in Holland, Belgium and Germany and currently counts 104 health clubs in private ownership and recently also 3 franchised clubs. By doing so, HealthCity increases its market position in the Benelux and helps almost 250,000 club members with the development of an active, fit and healthy lifestyle.

    The originally Dutch sports, fitness and leisure chain operates two formulas. All inclusive clubs, with an extensive offer of fitness, group fitness, sauna, lounge, tennis, squash and swimming pools. The type of service offered, varies according to the club. And the chain also has 30 qualitative Basic Clubs, with fitness and group fitness as core products at very affordable prices.

    HealthCity extended its growth strategy at the start of the year. Besides opening its own clubs and taking over existing clubs HealthCity also wants to grow by means of franchising. “This growth will allow us to extend our market position and realise strategic advantages in many fields”, says Jan Middelkamp, Business Development Director.

Franchising with HealthCity offers enormous advantages for existing and to be opened fitness centres. Thei Leblanc, fitness entrepreneur in Heel and first franchisee says: “We opted for franchising with HealthCity because they have the knowledge and experience in terms of marketing and sales, which we have lacked so far. Furthermore the purchasing advantages are very important for us. HealthCity also offers an enormous amount of information to benchmark ourselves and optimize our own company.”

  • The Leisure Database Company will launch its new Fitness Market Monitor for the UK health and fitness market in December 2008. 

    Aimed at both public and private operators, the Monitor will collect data from fitness operators, which subscribers to the service will be able to access for benchmarking purposes.  The target for the launch of the monitor is to have 1,000 sites participating in the monitor which will be approaching fifty per cent of the membership population in the UK and therefore will provide a robust set of regular data on the industry’s and operators' performance.  

    The monitor will focus on key metrics, such as tracking membership numbers and revenues, joiners and leavers, and will aim to deliver key results, trends and performance analysis on a national and sector-specific basis.  Operators will also have the ability to seek comparisons under a number of search functions, which could support and inform budgeting and developing strategies.  

    TLDC have been meeting with operators across the fitness industry at LIW to gain participation in the monitor service.  From these meetings commitment has been pledged by, amongst others,  Fitness First, LA Fitness, Marriott Leisure Clubs, the Reebok Club, Serco, Tone Leisure, Rochdale, Freedom Leisure  and other trusts. To date, the support represents over 700 sites.  

    The Monitor is also supported by both the Fitness Industry Association (FIA) and The Sports and Recreation Trust Association (Sporta).

Introducing New EHFA Members

  • NTF Norway, Knut Kaspersen, writes about his association:

    "Norges Treningssenter Forbund was established in 1984 with the purpose of gathering all commercial fitness clubs in Norway into one association to represent, protect and promote their interests. Today there are 117 fitness clubs in the NTF, which represents about 25% of the Norwegian market. The association is working on several issues of concern to the Norwegian Fitness industry.  The far most important issue is VAT on membership fees

    As at today there is no VAT on membership fees for Norwegian clubs, but the government has launched a proposal which could result in at least 8 % value added tax.  Our fear is that it could be the start of a bigger taxation of our industry. The NTF has cooperated with the biggest chains, such as SATS and ELIXIA to try and to stop this proposal, or at least to keep the level down to 8 % before it is adopted in the National Budget which finally was presented on 7 October.  For the time being, the danger was fenced off for another year as the Government decided to investigate this issue and its potential consequences before taking any further steps. 

    One of our core missions today is to make sure that the Norwegian fitness industry is working under the best possbile general conditions, so we can grow the industry to be a significant player in the matter of public health.

    To do that the NTF have to build a framework with motivated and competent people who are dedicated to this mission. One of our key players will be EHFA with its competence, experience and above all, its network toward the decision makers in Brussels. We look forward to a long and positive cooperation with EHFA, and together we can work for growth in the fitness industry both nationally and internationally".
  • VDF Germany, Kai Schimmelfeder, writes about his association:  

    "The Verband Deutscher Fitness- und Gesundheitsunternehmen e.V.  represents the interests of the fitness industry, as well as its suppliers on a national level. VDF as the umbrella organization in Germany intervenes between the industry, the clubs and the instructors. An important task is to create and enforce a high level quality standard within the fitness industry. Consequently, the VDF sees in the quality assurance one of its central tasks.

The VDF has its headquarters in Hamburg. Since its foundation the VDF has developed into a distinguished organisation with an increasing influence in its sphere of action – all members are entitled to vote. As representative of the sector the VDF attends to market analysis and troubleshooting as well as bundling and the accomplishment of all political themes and interests in the health and fitness sector. VDF initiates and provides arrangements to improve image and quality as well as lobbying for the sector.

One of the VDF’s recent activities is to support the clubs in the action with the German sales tax. The VDF action should help the clubs to invest more in quality and help to get into the same position as the German non profit making fitness clubs. These clubs generate high revenue but do not have to pay the same level of tax. VDF and its members are of the opinion (also supported by law) that each system should have same rights and opportunities in Germany.

VDF is looking forward to a fruitful cooperation with EHFA".
