1. EHFA Speaks At The EU Sports Forum in Biarritz

    As announced in our EHFA Update No. 4, EHFA was invited to speak at the European Commission’s EU Sport Forum in Biarritz on 27 November where key sport stakeholders discussed the implementation of the 2007 White Paper on Sport, the financing of grassroots sport and the specificity of sport.

    The Forum took place in connection with the informal meeting of EU Sports Ministers under the French EU Presidency on 28 November. 

    The EU Sport Forum is a follow-up to the Commission's White Paper on Sport that was published in July 2007 and it will become the key annual event within the EU-level structured dialogue on sport set up by the European Commission. The Forum in Biarritz was attended by about 200 leading representatives from European sport organisations, national sport confederations, National Olympic Committees and international sport stakeholders.

The first session was dedicated to a progress made in implementing the White Paper on Sport in specific areas, such as EU social dialogue, and education in sport.

EHFA’s Executive Director, Herman Rutgers, participated in this session and delivered a speech on “Professional Qualifications”.

In his speech he welcomed, on behalf of the Health & Fitness industry, the draft EU Physical Guidelines (please see EHFA Update No. 5), as part of the White Paper on Sport, which are vital to our sector. He then moved on to two fundamental EU tools for our industry and emphasized that “EQF and ECVET have been recognized by EHFA as crucial for our sector since 2005, as in our business the human factor makes all the difference”.  As to practical application of ECVET, he shared with the audience the latest announcement about EHFA receiving the EU funding for a three year project  (see more information below) where “the concept of ECVET will be tested at the frontline of operational practice with the leading organisations in the sector”.

The second session of the Forum included two high-level panel debates chaired by a sport journalist. The first panel was dedicated to the financing of grassroots sport and the results of a French Presidency study on the public and private financing of sport. The second panel debated on the specificity of sport which has seen a major intensification since the adoption of the Commission's White Paper on Sport, with several high-level processes on the governmental and non-governmental sides.

A joint lunch with EU Sports Ministers formally closed the Forum. Its results were presented to EU Sports Ministers the following day (please see below).

  • Informal Sports Ministers Meeting Biarritz 27/28 November 2008

The main focus was on preparing for the entry into force of the Lisbon Treaty, which is a permanent agenda item for the European sports ministers, in terms of the recommendations of the White Paper on Sport and of the 'Pierre de Coubertin' action plan adopted in 2007.

Three priorities were being developed during the French Presidency of the Council of the European Union and had been discussed in Biarritz.

These three priorities were broken down into a number of themes:
- sport and health
- the anti-doping campaign
- the twofold training project for sports players
- rules to strengthen clubs' regional or national links
- the establishment of a satellite account for sport
- a study of public and private sports funding in Europe
- control of the profession of sports players' agents
- study and planning of a self-regulation system for the sports movement.

The Biarritz meeting of Sports Ministers followed on from the meeting organised under the Slovenian presidency on 16 / 17 March 2008 in Brdo (Slovenia). Informal meetings of EU Sports Ministers began in 1988 and, since 1999, have been held every six months.

2. EHFA & EU Platform on Diet: Physical Activity Alliance Proposed

EHFA has been a member of the EU Platform on Diet nearly since its creation by the EU Commission in 2005.  The EU Platform is chaired by the Commission’s Director General, Robert Madelin from the DG Health and Consumers Protection.  The Platform brings together the key stakeholders at EU level, including industry associations, consumer groups, health NGOs and political leaders. The Platform aims to gather expertise and filter Europe-wide action across a range of sectors. The Platform also aims to act as a forum where good practice from one country can be disseminated and replicated across Europe.  

The last meeting of the Platform on 19 November saw just that. On the proposal of EHFA, Andrée Deane, CEO, FIA, made a presentation on The National Alliance for an Active England, as part of the recent government initiative Change4Life.  This new UK Alliance objective is to establish with the support from the Department of Health / UK Government, a new cross-sector membership body with the express purpose of increasing levels of physical activity in the population to enhance health outcomes.  It is expected that other sponsors will be a broad coalition of sector organisations representing all aspects of physical activity and relevant ‘equity’ groups.  The Alliance will have a very focussed organisation, formed out of the physical activity community; it will concentrate on fun, sociable and accessible activities; it will take a “cradle to grave” approach that is audience led and caters for all; and it will be a “Broad Church” open to all stakeholders.  

This UK initiative gave, under the EHFA’s leadership, a new impetus for the creation of the European Physical Activity Promotion Forum together with the current six physical activity members of the Platform, who are: CESS – The European Confederation Sport and Health ; ECF – The European Cyclists Federation; FECPI – The European Federation of Playground Industry; ENGSO – The European Non-Governmental Sport Organisations; ISCA – The International Sport and Culture Association; EHFA - The European Health and Fitness Association.

The European Physical Activity Promotion Forum made a presentation during the last EU Platform meeting. The Forum is currently further developing a more detailed Programme with the main objective to involve as many stakeholders as possible from various sectors to join in the promotion and mobilization of physical activity to enhance health outcomes in Europe.  

3. EHFA’s bid successful - ECVET "Fitness on the Move" Project Awarded

In ECVET, learning outcomes acquired by an individual in different contexts, whether this is abroad or under another system, can be easily transferred to the individual's home context for accumulation and the achievement of a qualification.

The EHFA ECVET Project to test and develop the credit system for vocational education and training (please see EHFA Update No. 3) was selected by the Commission’s Education, Audiovisual & Culture Executive Agency (EACEA).  

The EHFA project builds on a feasibility study and seeks to test the possibilities with selected fitness professionals, providing them with the opportunity to increase their level of qualifications from Level 3 to Level 4, through an international curriculum delivered by four training providers in four countries. The scope of the project allows for an operational framework to be developed to design, manage and support the process.

The EACEA is prepared to co-finance the project and has provided EHFA with support that amounts to 300 000 Euro spread over 36 months. These funds will be used to support EHFA project partners who committed their involvement.  

The Project kick-off is planned for 4-5 December 2008 in Paris where Herman Rutgers, Executive Director EHFA, and Cliff Collins, EREPS Director, will be representing EHFA.  EHFA will be contacting the project partners with more details in the very near future.

4. Fitness First Europe & EREPS Certified Professionals

4 of the 21 EREPS registered Personal Trainers at Fitness First, Berlin.

Fitness First takes a leading role in Europe with its EREPS Standard Certification of Personal Trainers.

To guarantee new quality standards Fitness First signed a remarkable contract with the European Register of Exercise Professionals (EREPS) for its Europe wide certification of Personal Trainers (Germany, France, Belgium, the Netherlands, Italy, and Spain).

In the first year of the collaboration over 1,200 instructors and personal trainers will be tested and certified according to the established EHFA Standards that are used for entry to EREPS. 

“As the world’s number 1 fitness club operator it is important to provide our members with the best conditions and the best instructors for their training. The EHFA standardized EREPS instructors scheme gives us the necessary guarantee to meet our interests,” said Zillah Byng-Maddick, Executive Director of Fitness First Germany.

Cliff Collins, EREPS Director, commented: “With this agreement Fitness First takes a leading role in the European fitness industry and is setting standards and the route to be followed by other operators. We are delighted that Fitness First has become the first major, multi-site operator partner for EREPS, and we look forward to having their instructors registered across their 200 clubs in Europe.”

The cooperation between EREPS and Fitness First started officially in November 2008. The collaboration already sets benchmarks for the new Fitness First Club in Berlin-Zehlendorf. The Black label Club, known as the most modern in Europe, has opened with 21 EREPS registered personal trainers (some of them on the photo here holding their EREPS certificates).  

5. EHFA & Industry Events

Implementing EQF in the Sport Sector - EQF Sport Project Final Conference

As announced in our EHFA Update No. 4, the EQF-Sport project final conference, organized by the project leader, EOSE, is taking place in Brussels on Monday 15 and Tuesday 16 December 2008.  This interactive conference entitled “A common approach from the Sport and Active Leisure Sector to workforce development and worker mobility” will be managed through round table discussions, the latest instant electronic voting technology and keynote presentations (please see a draft Programme here). 

There will be 14 delegates coming from seven EHFA national member associations:
