EHFA posted its Vision 2016 document for members' comments in March 2010. It was placed in the members' area of the website, where members could download it after logging in, ahead of the general assembly that was to decide on it.

The document was the association's attempt to look past the annual plan. Much of the programme was already committed: the standards were being revised under the European Qualifications Framework, the register was growing, and the Commission-funded projects were running. Vision 2016 set out the course of action those separate pieces added up to, and how it was to be paid for. The association's president put it to members as the strategy document for the years ahead and asked them to consider it before the April assembly. It was the membership, not the board, that had the power to agree the association's strategy, so the document went to members before it went to a vote.

Circulating a draft for comment was how the association worked with a membership that owned it. Members voted at the general assembly, and a strategy they had not seen in draft was a strategy they could not shape. It went to the Essen assembly the following month as one of the resolutions put to the membership, and the membership agreed it there. See Vision 2016 and the members area.
