EHFA announced in January 2010 that its general assembly for that year would take place in Essen, Germany, on 23 April 2010.

The general assembly was the association's sovereign body, and it was also where the board accounted for the year just past. It elected the board, approved the accounts and the plan for the year, admitted new members, and was the only meeting at which the statutes could be changed. Because the membership ran from national associations to operators, suppliers, training providers and educators, the assembly was the one occasion in the year when those different interests sat in the same room with the same vote. The board answered to the assembly, and the technical bodies - the Standards Council and the Scientific Advisory Board - sat inside the association's structure rather than reporting to the membership directly.

The 2010 assembly carried an unusually heavy agenda. The revised European Qualifications Framework level 3 and 4 standards for fitness instructors and personal trainers were adopted there, the association's strategy through to 2016 was agreed, and the first Standards Council award was presented. Members who could not travel were asked to return a proxy voting form to the secretariat so that the decisions carried the weight of the whole membership. See EHFA structure and Vision 2016.
