EHFA became a partner in MOVE, an EU-funded project on promoting physical activity, in July 2011. The association announced its partnership in the project on 26 July.

By 2011 the association was used to working through projects funded by the European Commission. The funding, which began in 2008 under DG Education and Culture, paid for work the membership subscriptions could not: the vocational education studies behind the occupational standards, the research on fitness testing, and the anti-doping education that became Fitness Against Doping. Those projects did something else besides. They obliged the association to work inside a partnership for the length of a contract - with training providers, universities, national bodies and other sector organisations - and they produced a written output that outlasted the meeting that commissioned it.

MOVE belonged to the physical activity side of that portfolio rather than to the qualifications side. Getting more people more active was the association's stated objective, and it was also the ground on which the sector's commercial and public health arguments met: a project promoting activity involved the same facilities, the same instructors and the same evidence as the standards work, and it kept the association among the organisations the Commission consulted on the subject.
